Like with smeargle, Pokemon toys are made based on the individual popularity of each pokemon. Gengar had the advantage of being part of Gen 1, so he made many toy appearances but also because of this, he made LOTS of unofficial and underground releases that to this day no-one is absolutely sure of the origins of alot of Gengar merchandise. He even made an appearance as a dog chew toy without any pokemon logos on him. During Pokemon's release year and pop culture boom, there was little to no control over what toy companies or any companies that were making pokemon merchandise- not only that, but even official companies were mass producing so much pokemon goods that they even loss track! So ALOT of merchandise of first gen pokemon can be nearly impossible to officialize.
Listed below are merchandise that has been more or less officialized by the official pokemon distribution companies.
The only exception is a company called Play by Play: Play by Play was a Canadian company that manufactured Gen 1 Pokemon plush. They were unsuccessful in stores (for unknown reason!), so they were shipped all over the world as arcade prizes instead. They are official, but not licensed by Nintendo.
